National AIDS Control Programme Phase III (NACP III – a Government of India, Ministry of Health programme) is focused on
saturation of coverage of core and bridge population through quality targeted intervention (TI) programme to control the HIV/AIDS
epidemic.
In order to ensure quality of intervention, focused capacity building is required. Therefore, under NACP III, major focus is on
providing uniform, quality training to different categories of staff working with NGOs/CBOs, peer educators & volunteers in targeted
intervention projects. In this line, National AIDS Control Organization developed a sustainable and institutionalized State Training and
Resource Centers (STRC) to ensure quality capacity building of TI partners.
NACO and SACS have contracted the institutional consortium (KILA and SOMA) to manage STRC Kerala and Lakshadweep for a
period of one year, and subsequent extensions shall be treated as separate single source contracts based on a an annual
performance evaluation. The budget provided to the consultant is limited to human resources and management of infrastructure for
running the state training and resource center. The programme budget shall be accessed from SACS budget.
